- Financial Coverage: ₹1,00,000/- or actual expenses, whichever is less.
Note: To avail the scheme benefits, the applicant have to exhaust the benefit of ₹50,000/- for all his/her health ailments with the health card facility under the Bhagat “Puran Singh Sehat Beema Yojna” Scheme.
Eligibility
For Registration as a Building/ Construction Worker:
- The applicant should be a resident of Punjab.
- The applicant should be a Building/ Construction Worker (Unorganised Worker).
- The applicant should be between 18 and 60 years.
- The applicant should have engaged in building and construction work for at least 90 days in a given year.
- The applicant should have a monthly income of ₹15,000/- or below.
- The applicant should not be a member of any other Welfare Fund established under any law.
- The applicant should not have membership of the Employees' Provident Fund (EPF)/ National Pension System (NPS)/ Employees' State Insurance Corporation (ESIC).
- The applicant should not be an income tax payer.
For the Application of the Welfare Scheme:
- The applicant should be a registered member Under the Building and Other Construction Workers Welfare Board of Punjab or should be a family member of the worker.
- The expenditure on treatment of the disease must be verified by the Civil Surgeon.
- The applicant should have exhausted the benefit of ₹50,000/- for all his/her health ailments with the health card facility under the Bhagat “Puran Singh Sehat Beema Yojna” Scheme.

Registration Process as a Building/ Construction Worker:
- For new registration of workers please approach the nearby Sewa Kendra or Registering officers/ Labour Inspector.
Application Process of the Welfare Scheme:
- To apply for benefits of the concerned welfare scheme, please approach to nearby Sewa Kendra or Registering Officers/ Labour Inspector of your area.
Note:
- Registration with the Board: A construction worker becomes a member of the board by filling out Application Form No 28 along with depositing registration fees of ₹ 25/- only (once in life) and ₹ 10/- per month as contribution fees. A worker at a time can get himself registered for a minimum period of 1 year & maximum period of 5 years. The registered worker is called 'Beneficiary' of the Board.

Documents Required
For Registration as a Building/ Construction Worker:
- Age proof (If no age proof is available self declaration).
- Residence proof.
- Aadhaar card(if available).
- Bank Account details (Bank branch, account No. and IFSC/ RTGS number).
- Detail of dependents.
- Employer’s Certificate (Form No. 28) (90 days of construction work during the last 12 months in the State of Punjab).
- Nomination Form (Form No. 27).
For the Application of the Welfare Scheme:
- Medical Certificate of the Beneficiary or Family Member.
- Proof of Expenditure on Treatment (verified by the Civil Surgeon).
- Any other documents (if required).

Who can register as a beneficiary under the Building and Other Construction Workers Welfare Board of Punjab?
Any construction worker whose age is between 18 to 60 years and has worked in Punjab State in any construction work for a minimum of 90 days in a year, are eligible to register as a beneficiary under the Board.
Is there a minimum service requirement to register as a beneficiary?

Whom to apply for the registration?
A construction worker who intends to get himself registered as a member of the Board shall apply to the Labour Inspector of his area.
What are the mandatory documents for the registration?
The documents required for registration are, age proof(If no age proof is available self declaration), residence proof, adhar card(if available), Bank Account details (Bank branch, account No. and IFSC/RTGS number), detail of dependents, and employer’s certificate of working for 90 days as construction worker, and nomination form.
Is there a specific form for the registration through offline mode as a beneficiary under the BOCW Welfare Board?
Yes, the application for registration must be made in Form No. 28.
How much is the fee associated with the registration process?
The rate of registration fee is ₹25/- at the time of registration. It is a one time fee.
What is the rate of contribution?
A registered worker is required to contribute ₹10/-per month as contribution fee to the Board.
Who are the family members considered for the benefits?
Husband or wife, minor sons (including major sons who are insane or physically handicapped and unable to earn), unmarried daughters and the parents of the building worker, who are solely dependent on the registered worker.
Who is eligible to apply for this scheme?
To be eligible, the applicant must be a registered member of the Building and Other Construction Workers Welfare Board of Punjab or a family member of the worker. Additionally, the beneficiary must have exhausted the ₹50,000/- health card benefit under the Bhagat “Puran Singh Sehat Beema Yojna” Scheme.
What are the conditions to avail of the benefits under this scheme?
The applicant must first use the ₹50,000/- health card benefit for all health ailments under the Bhagat “Puran Singh Sehat Beema Yojna” Scheme. Only after exhausting this benefit can the applicant claim the remaining amount under this scheme. The treatment expenses must also be verified by the Civil Surgeon.
What is the maximum financial coverage provided under this scheme?
The scheme provides reimbursement up to ₹1,00,000/- or the actual expenses incurred for the treatment, whichever is less.
What are the ailments covered under this scheme?
The scheme covers the treatment of the following 16 specific dangerous ailments: 1. Occupational dermatitis. 2. Occupational Cancer. 3. Asbestosis. 4. Silicosis. 5. Lead poisoning including poisoning by occupational diseases in building and other construction work to be notified by any preparation or compound of lead or their sequela. 6. Benzene poisoning, including poisoning by any of its homologues, their nitro or amino, derivatives or its sequela. 7. Occupational asthama. 8. Pesticide poisoning. 9. Toxic jaundice. 10. Toxic anaemia. 11. Compressed air illness (Caissons diseases). 12. Noise induced hearing loss. 13. Toxic nephritis. 14. Cancer operation/treatment. 15. Heart surgery. 16. Kidney transplant.
What form needs to be used to apply for this welfare scheme?
The application must be made in the prescribed Form No. 38 which can be downloaded from https://bocw.punjab.gov.in/userfiles/file/BOCW%20Scheme%20Forms/Occupationl%20dieseas%20Form%2038.pdf or can be collected from the Labour Inspectors of the concerned area.
Whom to apply for getting benefits of welfare schemes?
For the application of the concerned welfare schemes of the Board, the construction worker has to visit the nearest Sewa Kendras or contact the Assistant Labour Commissioner/ Labour-cum-Conciliation Officer/ Labour Inspector/ Labour Enforcement Officer of the concerned area.
