Who is a Vendor ?
Benefits
Working Capital
- Vendors can avail a collateral free working capital loan of up to Rs. 10,000, which is repayable in monthly instalments in the tenure of one year.
- There will be no penalty on early repayment of loan.
- On timely or early repayment, the vendors will be eligible for the next cycle of working capital loan with an enhanced limit of Rs. 20000 and Rs. 50000. No prepayment penalty will be charged from the vendors for repayment before the scheduled date.
Interest Subsidy
- The vendors, availing loan under the scheme, are eligible to get an interest subsidy @ 7%. The interest subsidy amount will be credited into the borrower’s account quarterly.
Rewards for Digital Transactions
- On executing 50 eligible transactions in a month: `Rs. 50;
- On executing the next 50 additional eligible transactions in a month: `25 (i.e on reaching 100 eligible transactions, the vendor to receive `Rs. 75); and
- On executing the next additional 100 or more eligible transactions: `25 (i.e on reaching 200 eligible transactions, the vendor to receive `Rs. 100).
Eligibility
- Street vendors in possession of Certificate of Vending / Identity Card issued by Urban Local Bodies (ULBs)
- The vendors, who have been identified in the survey but have not been issued Certificate of Vending / Identity Card; Provisional Certificate of Vending would be generated for such vendors through an IT based Platform. ULBs are encouraged to issue such vendors the permanent Certificate of Vending and Identification Card immediately and positively within a period of one month.
- Street Vendors, left out of the ULBled identification survey or who have started vending after completion of the survey and have been issued Letter of Recommendation (LoR) to that effect by the ULB / Town Vending Committee (TVC); and
- The vendors of surrounding development/ peri-urban / rural areas vending in the geographical limits of the ULBs and have been issued Letter of Recommendation (LoR) to that effect by the ULB / TVC.

Application Process
Understand the loan application requirements
- Properly understand the information, documents required to fill the Loan application form (LAF) for the Scheme. Keep all the information ready before you start the application process.

Make sure your mobile number is linked to your Aadhaar
- You are requested to make sure that your mobile phone is linked to your Aadhaar number. This will be required for your e KYC/Aadhaar validation during online application process. It will also help you to get letter of Recommendation from ULB (in case required). It will also help you avail future benefits under Government welfare schemes.

- You will fall in one of the following 4 categories of Street vendors. Check your status and the documents/ information which you need to keep ready.
For Self Registration
- Open https://pmsvanidhi.mohua.gov.in/
- Enter Mobile Number of Street Vendor. Select the check box of ‘I am not a robot’ and click on the ‘Request OTP’ button.
- Enter 6 digits OTP received on Street vendor Mobile Number and click on ‘Verify OTP’ button. Upon verification of OTP, the user will be successfully onboarded
- ‘Do you have Aadhaar Card?’ Select option ‘Yes’ or ‘No’
- Select the Category of the Street Vendor
Steps for Category ‘A’ Applicants
- If the Street Vendor selects category as ‘A’, then SRN number will be asked. If SRN is not known, click on the link of “Don’t have SRN? Find here.” A link for searching SRN will open in a new tab.
- To find SRN, choose State, enter the Mobile Number of the Street Vendor and click on the ‘Search’ button. (Mobile Number should be the as per the data sent to GoI)
- SRN number with green color will be displayed. Copy the SRN number.
- In the previous tab enter the ‘SRN’ number and click on the ‘Search’ button.
- SRN number along with Street Vendor details will be displayed. Confirm the SRN number by selecting the check box.
- Upload either ID card or Certificate of Vending or both. After clicking on the ‘Next’ button, the user will proceed to the Loan Application Form.
Steps for Category ‘C’ & ‘D’
- If the Street Vendor selects categories as ‘C’ or ‘D’, then the Street Vendor will be asked if they have been issued a ‘Letter of Recommendation’ (LoR).
- If the Street Vendor has LoR, then select the option ‘I have been issue Letter of Recommendation (LoR) by ULB/ TVC.’
- Upload the Letter of Recommendation and click on the ‘Next’ button. After clicking on the ‘Next’ button, the user will proceed to the Loan Application Form.
- If the Street Vendor has does not have LoR, and then select the option ‘I have NOT been issued Letter of Recommendation (LoR) by ULB/ TVC.’ ‘You are requested to obtain LoR from concerned ULB/ Municipality and then apply for loan.’
Steps for filling Loan Application
- Enter the Aadhaar Number of Street Vendor and click on “I am not Robot” and then click on the ‘Verify’ button.
- Fill the Survey format of the Street Vendor. Also enter the Digital Payment details if the vendor is having, if not, then click ‘No’. After filling application form click ‘SAVE’ and then ‘SUBMIT’
- Select Bank and Branch you want to process the application for releasing loan or submit your application to Marketplace and tick the declarations. ‘SAVE’ and ‘SUBMIT’ the application.
- You will receive the message as ‘Application Submitted’. Please note the Application Number in records for future reference.

- Select Bank and Branch you want to process the application for releasing loan or submit your application to Marketplace and tick the declarations. ‘SAVE’ and ‘SUBMIT’ the application.
- You will receive the message as ‘Application Submitted’. Please note the Application Number in records for future reference.
Process Flow for the Assam and Meghalaya Applicants
- Open https://pmsvanidhi.mohua.gov.in/
- Enter Mobile Number of Street Vendor. Select the check box of ‘I am not a robot’ and click on the ‘Request OTP’ button.
- Enter 6 digits OTP received on Street vendor Mobile Number and click on ‘Verify OTP’ button. Upon verification of OTP, the user will be successfully onboarded
- ‘Select ‘No’ option for ‘Do you have Aadhaar Card?’ and select ‘Yes’ for ‘Are you from Assam/ Meghalaya?’ Step-5: Select the State from the drop-down and ULB name respectively.
- The remaining steps are same as followed for all categories of Vendors.

What Is The Amount Of Initial Working Capital Loan?
The Initial working capital loan is upto `10,000/- for a tenure of one year
I Have An Identity Card /Certificate Of Vending. How Can I Apply For The Loan?
You can approach a Banking Correspondent (BC)/ Agent of Micro Finance Institution (MFI) in your area (ULBs will have the list of these persons). They will help you in filling up the application and upload the documents in a Mobile App/ Portal.
How Will I Know That I Am In The Surveyed List?
You Can Access This Information On The Website Of PMSVANidhi (Pmsvanidhi.Mohua.Gov.In)
My Name Is In The List Of Surveyed Vendors, But I Do Not Have Either Identity Card Or Certificate Of Vending? Can I Avail The Loan Facility? If Yes, What Is The Process ?
Yes, you can still avail the Scheme benefits. A Provisional Certificate of Vending would be issued to vendors through an IT based Platform. The Banking Correspondent / Agent will help you in filling up the application and upload the documents in a mobile App/ Portal.
