Eligibility
- The applicant should be a permanent resident of Odisha.
- The applicant should not have a pucca house.
- The applicant must be engaged as a 'building worker' in building or other construction work as defined U/s. 2(1)(d) of the Building & Other Construction Workers' (RE&CS) Act, 1996 and Notification No.5654 dated 27.06.2009 and No.5985 dated 28.07.2014 of the Labour & ESI Deptt., Govt. of Odisha for not less than 90 days during the preceding 12 months.
- The applicant should not be engaged in any building or other construction work to which the provisions of the Factories Act, 1948, or the Mines Act, 1952 apply.
- The applicant should be completed 18 years of age, but not completed 60 years of age.
- The applicant should not be a member of any other Welfare Fund established under any law.
- The construction worker should not enroll in any other district of Odisha or any other State of the country as a beneficiary in any Welfare Board.
- The applicant must be registered with the Odisha Building & Other Construction Workers' Welfare Board under the Building and Other Construction Workers (RE&CS) Act.

What is the objective of the scheme “NSPGY”?
The scheme's objective is to provide pucca houses to Building workers & other construction workers in rural areas registered under the Odisha Building & Other Construction Workers Welfare Board.
Who is a Construction Worker?
“Building worker” means a person who is employed to do any skilled, semi-skilled or unskilled, manual, supervisory, technical, or clerical work for hire or reward, whether the terms of employment be expressed or implied. In connection with any building or other construction work but does not include any such person, who is employed mainly in a managerial or administrative capacity and being employed in a supervisory capacity, draws wages exceeding one thousand six hundred rupees per mensem of exercises, either by the nature of the duties attached to the officer or by reason of the powers vested in him, functions mainly of a managerial nature.
What is the meaning of Pucca House?
A pucca house means that it should be able to withstand normal wear and tear due to usage and natural forces including climatic conditions.
What is the meaning of Kutcha House?
A "Kutcha" house is one in which walls and/or roof are made of materials such as un-burnt bricks, bamboo, mud, grass, reeds, thatch, loosely packed stones, etc., and which are not durable due to inappropriate application of techniques and are not able to withstand normal wear and tear.
How much financial assistance will be provided under the scheme for constructing a new house?
The unit cost under NSPGY for new construction of dwelling houses is ₹1, 20,000/- for Non-IAP Districts and ₹1, 30,000/- for IAP districts.
What other benefits are to be given to the beneficiary under the scheme?
In addition, the beneficiaries are entitled to convergence for potable drinking water supply system, electrification under “Deen Dayal Upadhyaya Gram Jyoti Yojana (DDU GJY)/BGJY, wages for land development under MGNREGS, social security under AABY/RSBY, etc. as per extant guidelines.
Is there any incentive to be given to the beneficiary in case of early completion of the house?
Yes, for early completion of the house, the beneficiary will avail incentives of ₹20000 & ₹10000 if completed within 4 months & 6 months of receipt of 1st installment respectively.
Who is eligible under the scheme?
A construction worker who is registered with the Odisha Building & Other Construction Workers' Welfare Board under the Building and Other Construction Workers (RE&CS) Act, at least for a continuous period of 1 year to the Block Development Officer.
What is the age limit to apply under the scheme?
The applicant should be completed 18 years of age, but not completed 60 years of age.
Is a person engaged in mining works eligible for the scheme?
No, the applicant should not be engaged in any building or other construction work to which the provisions of the Factories Act, 1948, or the Mines Act, 1952 apply.
Is it mandatory for an applicant to register with the Odisha Building & Other Construction Workers' Welfare Board?
Yes, the applicant must be registered with the Odisha Building & Other Construction Workers' Welfare Board under the Building and Other Construction Workers (RE&CS) Act.
Will a beneficiary be eligible again under NSPGY if his/her house collapsed, washed away, & fully damaged due to a land slide/elephant menace/earthquake/flood/fire accident etc.?
Yes, any beneficiary allotted with a house under "Nirman Shramik Pucca Ghar Yojana" whose house has fully collapsed/washed away/fully damaged due to landslide/elephant menace/earthquake/flood/fire accident or cyclone, will be eligible to get another "Nirman Shramik Pucca Ghar Yojana (NSPGY)" house.
How can I avail the benefits under the scheme?

Who is the implementing agency of the scheme?
Panchayat Samities will be the Implementing Agencies for "Nirman Shramik Pucca Ghar Yojana (NSPGY)" under the control, direction, and supervision of DRDAs / Zilla Parishad.
Shall I receive the assistance in installments?
Yes, the beneficiary will receive the amount in four installments.
How shall I receive the fund?
Funds will be credited to the beneficiary account through Direct Account transfer using Public Financial Management System (PFMS).
