In 2015, the government had launched the Deen Dayal Upadhyaya Gram Jyoti Yojana (DDUGJY) to electrify 18,000 villages across India. Electrification of villages only requires providing power to 10% of households and in public areas such as health centres, schools, panchayat office, dispensaries, and community centres. The remaining 90% of residents were not covered under this project. But the ‘Saubhagya’ project intends to rectify that. It aims to provide power to all households without power.


Major Components


  1. Separation of agriculture and non-agriculture feeders facilitating judicious restoring of supply to agricultural & non-agriculture consumers in the rural areas.
  2. Strengthening and augmentation of sub-transmission & distribution infrastructure in rural areas, including metering of distribution transformers/feeders/consumers.
  3. Micro grid and off grid distribution network & Rural electrification already sanctioned projects under RGGVY to be completed.
  4. 

Salient Feature:

  1. The existing Rajiv Gandhi Grameen Vidyutikaran Yojana (RGGVY) has been subsumed in the DDUGJY.
  2. All Discoms are eligible for financial assistance under the scheme.
  3. Rural Electrification Corporation Limited (REC) will be the nodal agency for the implementation of the scheme.
