विवरण
The scheme “Scholarship to 2 Years Pre-Service Student Teachers undergoing D.El.Ed Programme at DIETs and CTTC Sohra” was launched by the Dept. of Education, Govt. of Meghalaya in 2012. This scheme offers a scholarship of ₹5000/- per month for 2 years (10 months per year) to attract the state's best talent to take up teaching as a profession.
As per the RTE Act 2009, Section 23(i), the appointment of elementary school teachers shall be eligible after possessing a minimum qualification of Class XII and above with D.El.Ed. Taking this into account, the Education Department/DERT has launched the two years Diploma in Elementary Education for Pre-Service candidates in all 7 DIETs since the month of April the year 2012.
• As per NCTE notification 1st December 2014, the admission procedure for a 2-year D.El.Ed Course shall be made on merit on the basis of marks obtained in the qualifying examination and/or in the entrance test. The purpose of having the entrance test is to tap the interest of the candidates who wish to pursue his/her profession in teaching.
• Vide letter No.D.O.No.63-22/2016/NCTE/Legal/31872 dated 27th June 2016, states that the entrance Test is to be one of the components in the selection procedure into 2 Year D.El.Ed programme for pre-service student-teacher.
• Students undergoing the programme are given scholarships for two years i.e. 1st year and 2nd year
Objectives:
1. To attract the best talent to take up teaching as a profession.
2. To provide high-quality education services to students in rural areas.
3. To ensure that specific areas of the workforce need to address and contribute to enhance students' learning outcomes.
4. To provide additional resources for DIETs in strengthening areas not covered by Central Sponsored Scheme (CSS) for teacher education.
Selection Procedure:
1. Entrance Test.
2. Counselling
3. The selection procedure will be based on merit as per block quota.
Structure of Entrance Test: The entrance test shall consist of a written examination as per the structure below.
1. All questions will be Multiple Choice Questions, each carrying one mark.
2. There will be no negative marking for incorrect answers.
3. Questions will also test the aptitude of teachers towards the teaching profession.
Centres of the Examination: The Entrance Test will be conducted at the following Institutes.
1. DIET Sohra – East Khasi Hills (Centre code – 100)
2. DIET Nongstoin - West Khasi Hills (Centre code – 200)
3. DIET Nongpoh - Ri – Bhoi (Centre code – 300)
4. DIET Thadlaskein - Jaintia Hills (Centre code – 400)
5. DIET Tura - West Garo Hills. (Centre code – 500)
6. DIET Resubelpara – North Garo Hills (Centre code – 600)
7. DIET Baghmara - South Garo Hill. (Centre code – 700)
Marks allotment for the counseling:
a. Academic (% of marks in class XII)
i. Marks with 80 – 100% = 50
ii. Marks with 60 -79% = 40
iii. Marks with 45-59% = 30
b. Entrance test marks = 50
c. Personality = 10
d. Communication Skills = 10
e. Aptitude & interest towards teaching = 20
f. General Knowledge = 10
Maximum Marks = 150
• Waiting list candidates should be selected equivalent to the intake capacity of the institute.
• The number of candidates for each counseling shall be decided by the respective DIETs.
• In case the number of selected candidates is less than the intake capacity, in such cases, the institution should give preference to the waiting list from other districts as well.
• Allotment of seats: At least 30% of the seats are to be allotted to candidates having Science and Mathematics backgrounds at the Class – XII level.
Reservation Policy:
1. As per Meghalaya Government Reservation Policy for different communities of the state.
2. 5% of the seats will be reserved for persons with disabilities.

पात्रता
- The applicant should be a permanent resident of the state of Meghalaya.
- The applicant who wants to become a teacher may apply for the scheme.
- The applicant should pass Class XII or its equivalent examination from recognized Boards/Councils with 50% marks with 5% relaxation for ST/SC/OBC/PWD.
- A candidate waiting for Class – XII results may also apply with the condition that they can produce their provisional/original documents at the time of counseling.
- The age of the applicant should be between 18 to 27 years and age relaxation will be up to 5 years for SC/ST/OBC/PWD as per the reservation policy of the government of Meghalaya.
Note 01: 5% of the seats will be reserved for persons with disabilities.
Note 02: The reservation will be allowed to different communities of the state as per the Meghalaya Government Reservation Policy.
Note 03: There will be block-wise allocation of seats to facilitate the availability of trained teachers locally in the respective blocks.
