The scheme aims to bring all children aged 6 to 14 years back to school until they complete elementary education. It identifies out-of-school children (OoSC) and provides them with special training through NGOs to mainstream them into regular schooling.

The target beneficiaries are out-of-school children within the age group of 6 to 14 years, including those who have never enrolled in school and those who have dropped out.

NGOs need to: Conduct a survey to identify out-of-school children. Prepare and submit a detailed proposal for establishing a Special Training Centre to the State Project Office of SSA. Obtain approval from the State Project Office. Sign a Memorandum of Understanding (MOU) with the State Project Office. Receive the grant for executing the training program.
