The Tamil Nadu Eyal Isai Nataka Mandram implements the scheme.

The benefit of the scheme includes a monthly financial assistance of ₹3,000 to eligible indigent artists.

Artist should have completed 58 years of age and served professionally in one or more art disciplines such as music, dance, drama, film, or folk arts, and their annual income should not exceed ₹12,000 per annum.

Eligible indigent artistes can obtain applications when advertisements are published in newspapers by the Tamil Nadu Eyal Isai Nataka Manram. They can get proper applications from Regional Assistant Directors of Art and Culture at designated locations.

Applications are scrutinized by District Art Societies, and a list of eligible artists is sent to the Tamil Nadu Eyal Isai Nataka Manram. After recommendations from a Selection Committee, a list of artists is forwarded to the Government through the Directorate of Art and Culture for sanctioning financial assistance.

The Revenue Divisional Officer/Sub Collector certifies the genuineness of the applicant as an artist.

District Art Societies scrutinize the applications along with the report from the Revenue Divisional Officer/Sub Collector.

The District Art Societies review the applications at the district level.

The Government approves the list of artistes for financial assistance based on recommendations from the Selection Committee.

The financial assistance is disbursed through the concerned District and Sub Treasuries where the artists reside.
