Details
The "Mukhyamantri Svadeshi Gau Samvardhan Yojana" under the "Nand Baba Milk Mission" aims to enhance milk productivity and per capita milk availability in Uttar Pradesh by encouraging the purchase of indigenous improved breed cows from outside the state. The scheme seeks to increase the number of indigenous improved breed cows, improve their breeds, and provide employment opportunities in rural areas through animal husbandry. This scheme will be implemented in all the districts of the state.
Benefits
- Grants covering up to 40% of the total cost per unit (maximum ₹80,000), which includes purchasing cows, transportation, insurance, fodder cutting machine, and shed construction.
Note 1: One unit means 02 cows of indigenous improved breed per beneficiary and the unit cost is considered to be approximately 2 lakhs.
Note 2: The grant will be released directly into the bank account of the concerned beneficiary through DBT within a month by the State Program Management Unit.
Eligibility
- The applicant should be a resident of Uttar Pradesh.
- The age of the applicant should be 18 years or above.
- The milk producer/animal rearer should have adequate space/shed available for keeping the animals.
- The milk producer/animal husbandry should not already have more than 02 cows of indigenous advanced breed like Gir, Sahiwal, Haryana, Tharparkar and F-1 cow of hybrid breed.
- The applicant should purchase an indigenous improved breed of cows from outside the state.
- The applicant should purchase cows of indigenous improved breed of first or second calving.
- The applicant should purchase disease-free and healthy cows.
- The applicant should take animal insurance for all the cows purchased for 03 years.
- The applicant should take the transit insurance for the cattle rearer to get for bringing the cows from the place of purchase/state to the place of establishment of the unit.
Exclusions
If the asset is sold or transferred in any other way before three years, the grant will be recovered by the District Executive Committee as per rules.
Application Process
Offline
The scheme details and application process will be advertised state-wide, with information available on the departmental portal and local offices.
Step 01: Eligible applicants can visit the official website and download the application form(Annexure-1).
Step 02: In the application form, fill in all the mandatory fields, and attach copies of all the mandatory documents (self-attest, if required).
Step 03: Submit the duly filled and signed application form along with the documents to the Chief Development Officer or Chief Veterinary Officer.
Step 04: Request a receipt or acknowledgment from the Chief Development Officer or Chief Veterinary Officer to whom the application has been submitted. Ensure that the receipt contains essential details such as the date and time of submission, and a unique identification number (if applicable).
After Selection Process:
Step 01: After receiving the selection letter, the beneficiary should purchase indigenous improved breed within 02 months. Gir, Sahiwal, Haryana or Tharparkar cows will be purchased.
Step 02: For identification of cows, ear tagging through microchips/ear tagging system is mandatory. receive any recognition of identity.
Step 03: All legal formalities and maintenance of records for purchasing animals will be done by the beneficiary himself.
Step 04: After purchasing indigenous advanced breed cows from outside states by the beneficiary selected in the first phase, the application will be made again on the prescribed format (Annexure-2) for getting the grant within a maximum of 01 month.
Documents Required
Apply Document:
- Passport-size Photo.
- Self-attested Photocopy of Aadhar Card.
- Notarized Affidavit (Applicant is not already rearing more than 02 indigenous advanced breed cows or hybrid breed F-1 cows and they have sufficient space available for animal husbandry).
Grant Distribution Document:
- Passport-size Photo.
- Cow Purchase Receipt.
- Copy of Transit Insurance.
- Transport Expense Receipt.
- Copy of Animal Insurance in force for 03 years.
- Copy of Purchase Fodder Cutting Machine.
- Copy of Expenditure (construction of a shed for maintenance of cows).
- Milk Producer/Animal Husbandry Beneficiary Aadhar Card.
- Certificate and Identification Number (microchips/ear tagging system/any recognized system of identification for identification of cattle).
- Animal Health Certificate (issued by the veterinary officer of the concerned development block, on which the species of cow is clearly mentioned.
- Notarized Affidavit (the assets related to the unit established under the scheme (including cows) will be maintained for at least the next 03.
- Bank Passbook/Canceled Cheque.
- Photocopy of the selection letter.

Which breeds of cows are eligible under this scheme?
The scheme includes Gir, Sahiwal, Haryana, and Tharparkar cows.
What are the eligibility criteria for applicants?
Applicants must be residents of Uttar Pradesh, aged above 18 years, and must not already own more than 2 cows of indigenous advanced breeds.
How many cows can a beneficiary purchase under this scheme?
A beneficiary can set up an animal husbandry unit with a maximum of 2 cows.
What is the maximum grant available per unit?
The permissible grant per unit is 40% of the total cost, up to a maximum of ₹80,000.

What is the procedure for purchasing the cows?
Beneficiaries must purchase the cows within 2 months of receiving the selection letter and ensure proper identification through ear tagging.
What is the process for grant distribution?
After purchasing the cows, beneficiaries must apply for the grant with the necessary documents. The grant will be released directly into their bank accounts through DBT after verification.
What happens if the assets are sold or transferred before 3 years?
The grant will be recovered by the District Executive Committee as per rules.
How will the implementation of the scheme be monitored?
The Nanda baba Milk Mission Society will be the nodal agency for implementation and monitoring.
What is the deadline for submitting the grant application post-purchase?
The application for the grant must be submitted within a maximum of 1 month after purchasing the cows.
What identification system is required for the cows?
Ear tagging through microchips or any recognized system of identification is mandatory.
Where will the advertisement for the scheme be published?
Advertisements will be published state-wide, available on the departmental portal and the mission’s portal, and displayed on notice boards of relevant offices.

Verification will be done on-site by a joint committee of the Deputy Dairy Development Officer and a nominated Veterinary Officer.
