If the Selection Committee does not find any Child Committee that meets the criteria for receiving the award in a specific taluka, no award shall be given in that taluka.

The Director of Women & Child Development holds the position of the competent Sanctioning Authority for the grants under the GVMCCGS. This authority is responsible for sanctioning the financial grants to the eligible local bodies based on the recommendations made by the Selection Committee.

The Selection Committee is comprised of the Chairperson, who is the Secretary (WCD), and the Member Secretary, who is the Director of Women & Child Development. Additionally, two Social Workers nominated by the Government are part of the committee. Their role is to scrutinize and adjudge the best performing Child Committee for each taluka and recommend them for the release of the award.

The Village and Municipal Child Committees are established to discuss and resolve issues relating to children within the jurisdiction of the local body as per the provisions of Rule 7 of The Goa Children's Homes Rules, 2004.

The local body should provide the space for facilitating sittings of the Child Committee in its premises as and when required.

The financial grant of ₹10,000/- provided under the GVMCCGS is meant to cover the administrative expenses incurred on organizing the activities of the Child Committee.
